I have fixed the root of this issue two weeks ago (see bug #45369) so the workaround will no longer be necessary when Octave 4.2 gets released.

A similar problems has been identified in the octave-stk binary package for cygwin (see bug #45362) and tracked down to a more fundamental problem in the pkg function (see bug #45369).
I assume that the binary package for MacPorts is created similarly, by calling 'pkg build'. In this case, the problem is that, after installing the package with 'pkg install', you end up with two sets of PKG_ADD/PKG_DEL files: one the arch-independent directory (where they belong) and one in the arch dependent-directory (where they don't belong).
Until bug #45369 is solved, a simple workaround is to manually deleted the PKG_ADD/PKG_DEL files that you find at the root of your binary package tarball.

Unfortunately, I get the same error with 2.3.0 RC2, using the MacPorts octave package mechanism.
The good news is that this seems to be a MacPorts problem:
I just manually installed and loaded stk-2.2.1 from within octave, w/o any problems.
I'm going to see if I can get some help over @ MacPorts to figure out what is going one here.

The new RC fixes the installation problem for me.
The original problem might be related, because the error happens during the first call to a compiled oct-file.

The src/Makefile calls mkoctfile by its name and does not use $(MKOCTFILE), which may be different if several Octave versions are installed. Please fix the Makefile as follows:
On my system (GNU/Linux) this leads to memory access faults during compilation of the package, because mkoctfile 3.8.2 is used for compiling a 4.0.0-rc4 version of the package.

I'm not familiar with MacPorts, but it seems that something went wrong at installation time. I don't have access to a Mac, so I will need your help to debug this...
The problem seems to be that PKG_ADD ended up in the wrong directory. It should be in the arch-independent directory, but in your case it is in the arch-dependent directory.
How exactly did you install stk ? Can you step through post_install.m (called at the end of installation) and see what desc, and more specifically desc.dir, contain ?
