Yes, only actual modifications of the document are tracked by the undo/redo system. It can indeed be argued that global document settings should be tracked as well, but this would require quite some work with the current way things have been implemented.

Actually several other changes (that mark the document as changed) are not undoable: style change, page format...

When one changes the alignment of a document (with the menu "Document", "Paragraph...", "Basic" tab), the document is logically marked as modified (an asterisk appears in the title bar).
Meanwhile, it is not possible to undo the operation: when, just after that, one types "ctrl+z" or clicks on the menu "Edit->Undo", it undoes the edits before the change of alignment but not the alignment.
One has to resort to manually setting back the alignment, if one wishes to undo the alignment modification.

Steps:
Open/create a document, (make a modification and save), change the alignment of the whole document, try to "undo" with Ctrl+Z (or with the "Edit" menu).

Result:
The alignment is not modified by the "undo".
