This (plotting performance) issue is still present in Octave 4.2.0.

Ok, I can confirm what you are seeing, although probably not as badly as you report. I do see it somewhat more sluggishly under Windows but I have to try hard to resize the figure and get the uipanel to stick to a much smaller size, more than a few pixels. Recategorizing as a performance bug since it has to do with the responsiveness of the rendering.

Retested on Win 8.1 and it does resize, however so sluggishly that it seems it is stuck. You don't notice making the figure smaller but bigger it sticks to the previous size if I make a big resizing. On linux there is a little of this effect but much smaller, in general it seems to be that the uicomponents resize/respond very sluggishly.

This works for me in Windows XP. When the figure window is resized the blue area resizes to fill the figure background.

just making a uipanel('backgroundcolor','b') for example works, but does not resize to the figure size as it should (with units normalized).
