Sorry for the noise. I tried to install the cvx toolbox. This toolbox alters the loadpath in a way that it converts all paths already stored in loadpath to lower case. This triggeres the error.

(Additionally, I made sure that Octave always returns file paths in the correct case (since this doesn't matter on Windows) and all my test succeeded.)

I tried to install some packages from forge but every attempt failed. It seems to me that the pkg command doesn't work at all.
