I used a slightly different strategy. I added display-available.h to the noinst_HEADERS target so that it would be included in distribution, but not installed with 'make install'. See this cset (http://hg.savannah.gnu.org/hgweb/octave/rev/d17628a27a39).

Build of MXE_octave fails becuase the file src/display-available.h is not add to the octave tar file after "make dist".
