I can't test right now because I am getting a strange DNS spoofing error that I have reported on the Octave-Maintainers list.

The README file that the NSIS installer presents for Windows refers to the 3.8 version and Experimental GUI. This file needs a review before the 4.0 release. The file in question is in installer-files/README.html in the MXE source tree.
