Ah, I didn't see that option in 3.8.x but obviously it's only in 3.9.0+ & up.

Philip, the options you mention are the ones for the file browser (tab "File Browser") and are only related to the file browser's startup directory. When synchronized with the Octave directory, the latter has priority and no startup directory for the browser can be selected.

The initial Octave directory at startup is determined by the options in the tab "General".

The way that option works (as it is implemented in 3.9.0+) is a bit hazy to me.

As it is now one has to unselect "Synchronize Octave working directory with file browser" to be able to set a startup directory.

To me it looks like the selection boxes have been mixed up; I suppose it's the other selection box in the frame "Restore last directory of previous session" that should disable the startup path, rather than "Sync file browser.......".

Should I file a separate bug report or can this be tackled (if my analysis makes sense) within this bug report's scope?

A preference for the desired startup directory was added to the settings dialog in the gui-release branch some time ago and will be included in the next major release

In the properties of the shortcut to (the batch file that starts) Octave (right-click on the shortcut, select "Properties") you can also enter a startup directory.
AFAICS this works reliably on my Windows systems.

I've think it may be handy to adapt the nsis script in Octave to create an "octave" subdirectory in the user profile (or user profiles if installing as admin) and point the Octave startup dir to it in the shortcut, e.g. to %USERPROFILE%\octave.
