The fix works fine on Win7 Prof & Ultimate & has been pushed to gui-release by Torsten.

Closing bug + thanks for fix, Torsten.

I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/2f9d9663b6b0
which solves this issue on a win 7 and win 8.1 system.

Confirmed on Windows 7 w a 64-bit and a 32-bit with both 3.9.0+ and 4.1.0+.
Double-clicking the side border did the trick as well.

The annoying affect is that neither resizing the detached pane nor moving it around is possible anymore.
Docking and undocking doesn't help, unless the pane is docked on top of another pane (as a tab).

The title should be "Double clicking on the border of a detached window removes its borders"

The GUI offers the posibility to detach every window (for example the command window) into a separat window. Common behaviour for Windows 7 and later is if you double click either the top or bottom part of the windows border it will be strechted vertically to match the screen height. Instead, in Octave the window borders just disappear and the detached window keeps the exact same size. One can't restore the borders in this state.

This behavior also happens when double clicking on the left or right border part of the detached window.
