  If a double line is asked for in the output of "nroff", two lines
with an underscore are needed in the source.

  "troff" puts these two lines at the same two vertical positions as if
'=' were used.

  "troff" produces two lines for the '=' data entry.
It depends on the resolution of the output device (option -T)
whether the two lines get the same vertical position or not.

  This is material for tbl(1).

Consider the following (from fceux(6)):

center box;
cb | cb, c | ci.
NES Gamepad     Keyboard
Up      Keypad Up

nroff(1) displays it as:

                            │NES Gamepad │   Keyboard   │
                            │   Up       │  Keypad Up   │

Or in -Tascii:

                            |NES Gamepad |   Keyboard   |
                            |   Up       |  Keypad Up   |

It would make more sense to render the middle horizontal line with a double border ('=' in ASCII, '═' in Unicode). Both  groff and mandoc render this with a double border in the middle.
