Happily this has already been fixed on the development branch of Octave (what will eventually become version 4.2). To access the fix you will need to build from Mercurial sources, or wait for the release of 4.2. However the 4.2 release is probably a long way off, so I wouldn't recommend that.

Here is a small script to show the behavior:

The resulting title turns out to be black, not red. This happens both with the current Linux release version (3.8.2) as well as with the Windows version. With fltk the title is red, which is the desired behavior.

Coloring of other graphics features (xlabel, ylabel, ...) also does not work with gnuplot.
