Thanks for the report and the patch.

Duplicate of bug #37171.

The build infrastructure has been updated to work with recent gnulib now.

The fix will be included in the next libiconv release.

libiconv 1.14 fails to compile with glibc >=2.16, e.g. on Ubuntu 14.04 with glibc 2.19.
