Updated patch - assumes that gcc is in /mingw to get required compiler libs

For native build, my opinion is that it is not necessary to build native gcc because the gcc used is native to windows.

Native-gcc depends on build-gcc, which wasn't built as we are using the system gcc.

At that point we probably shouldn't be attempting to build native-gcc anyway?

Native build of mxe-octave was stopped by represented the following message:

The file build-gcc does not exist in the installed-packages.
The file cloog also does not exist in the installed-packages.

For native build build-gcc is not required, I think.
