There are 99 votes so far. Votes easily highlight which items people would like to see resolved in priority, independently of the priority of the item set by tracker managers.
The problem is still present. There are various ways to trigger this (for instance you don't need to go back to the first window). AFAICT this is only occurs with newly created buffers. The console shows:
