This bug is not fixed in 4.0 release. Ubuntu 16.04 here.

This has already been fixed on the gui-release branch that will become Octave 4.0. Since the GUI in 3.8.x is still experimental the patch won't be backported.

Thanks for your bug report. Confirmed in 3.8.1 and current stable release branch. The GUI seems to be doing some additional logic to synchronize the current working directory between itself and the interpreter perhaps, and that may be overriding what is done in the startup scripts.

I have an .octaverc file in my home folder with the command "cd ~/octave" in it.

When I run "octave" (no gui) from the terminal, then pwd reveals I am in the correct directory. However when I run "octave --force-gui" then pwd reveals I did not change directory.
