In the Makefile distributed with "gnu-c-manual-0.2.3.tar.gz", the phony targets are not marked as such. This can be fixed by adding the line

.PHONY: all clean distclean

although I personally perfer when each phony target is marked individually.

.PHONY: all
all: $(TARGETS)

.PHONY: clean
clean:
$(RM) $(CLEANFILES)

.PHONY: distclean
distclean: clean
$(RM) $(DISTCLEANFILES)

The info manual for GNU make has the rational for this if it is unfamiliar.
