Fixed bug in drag and drop, then modified save/open panel to have the entire panel accept dropped filenames.

I implemented this ... at least partially.
Not sure what to do when DnD supplies multiple files ... currently the code just uses the last one.
DnD only works on some parts of the panel ... not sure if this is a bug in DnD. Should a superview get DnD events occurring over one if its subviews if the subview does not do DnD? If not (as at present) wse have to implement DnD separately for every subview within the panel ... very tedious.

In OS 4.2, the user can type a complete (or relative) path
in a NSOpenPanel/NSSavePanel. If it represents a directory,
the panel shows the contents of that directory. If it doen't
exist, it asks the user it it should be created.
GNUstep should implement this behaviour.
Also, the panels should accept dnd of files.
