After cleaning up his system (old, dangling UnxUtils and MinGW) the poster was able to install signal and many other octave-forge packages. Closing this bug as invalid

What is the output when running:

pkg -verbose install signal-1.3.0.tar.gz

Thanks for your bug report. Where did you get signal-1.3.0.tar.gz from? The error message is suggesting that it is not a valid package tar file. Can you try downloading again, or use "pkg install -forge signal" instead?

This is not limited to the GUI, right? IOW, you're not saying that you can install the package in command-line mode but not in the GUI, correct?

have installed octave-3.8.0 on windows 7 64bit without errors(experimental GUI and Command Line)

pkg install signal-1.3.0.tar.gz
bundles of packages are not allowed

I can set break points C:\Octave\Octave-3.8.0\share\octave\3.8.0\m\pkg\private\install.m to debug install.m but at breakpoints
the program is not halted.

What's going on? I have an old min-gw installed,have tar and gzip.
