Hum! This almost seems like a Heisenbug. Currently starting nano with +1 and a filename will not put the cursor on the first line (when the file was left on some other line before). Only numbers bigger than +1 will work. (I could have sworn it worked with +1 before.)

That's just because +0 is an invalid line number. With +1 or anything else, it works fine -- a line number override -P.

Start nano with src/nano -P +0 ChangeLog, do a couple of PageDowns, exit from nano, restart it with the same command -- the cursor is where it was before exiting.
