So to try to draw this to a meaningful conclusion, please check the following on your Fedora 17 x86_64 system:
- Is the pcre-devel package installed (yum install pcre-devel)?
- Is /usr/bin/pcre-config present? If not, reinstall pcre-devel.
- Is /usr/include/pcre.h present? If not, reinstall pcre-devel.
- Is /usr/lib64/libpcre.so present? If not, reinstall pcre-devel.
If those things are installed and all files I mentioned are present, and running configure from scratch still gives you an error with PCRE, then there may be a bug.
If the pcre-devel package is not installed or any of the files I listed are missing, then you should take this to the help-octave mailing list instead to figure out how to get a working PCRE setup.
Just FYI, Fedora 17 and 18 are now end-of-life, you might want to consider upgrading to a supported version that will get continued security updates.

The config.log says that you do not have the pcre-config program in your PATH and you do not have pcre.h in your default include path.
This is likely a support issue and not a bug in Octave's configure script, because we have many users building Octave on many different distributions and PCRE is always required. It would be preferable if this discussion moved to the help mailing list so other users can help and benefit from the solution to your problem.

I am attempting to install octave-3.8.1 on Fedora 17. I have all of the header files on the file system. I have attached configure.log.

You are right about other distros.
But the documentation could point out something
like: the required header files may be in another
package, check your distribution. But, the
divergent practices of the various ditributions
do make this hard to make simple for users.
Still, this problem keeps popping up in the
bug reports, so some clarification could help.

Headers file will be in devel if you are using Red Hat or something like that. If you are running Arch, pcre headers are in the pcre package, there is no -devel package. If you are running Debian, it's on the -dev packages (not -devel). And these are just the distros that I know of.
The error message already says that it needs the PCRE headers, it should be up to the user to find them or we would have to get error messages for many distros and versions.

if LIB XX is required, so is XX-devel. This
is pretty obvious, since the headers are in -devel,
but easy to overlook.

Providing useful information in a bug report shouldn't be that hard either.
So which Linux?
What options did you provide to configure?
Where is pcre installed, where's libpcre.so ? pcre.h ?
Whats config.log say in the section where it attempted to find pcre?

configure: error: to build Octave, you must have the PCRE Library and headers installed.
I have install PCRE and set the PATH to the PCRE directory. This should not be that difficult and the messages should not be so cryptic. I had no problems installing previous versions of Octave.
