This looks very much like bug #34631.
Your code works OK on Octave-3.8.0 MXE-built, so I close this bug with "duplicate".
FYI Octave-3.6.4 isn't supported anymore.

You can try the 3.8.1 Windows binary from
http://octave.osuv.de/3.8/windows/

Thanks for your bug report. We need some more information to help you diagnose this problem.

Can you show exactly what error message you are seeing? Does Octave itself crash (error and exit completely) or does it print an error message and return you to its prompt?

How are you determining that the figure handle is set to -1? For example, the sample code provided does not get a return value from figure() or call gcf() to get the figure handle, so where are you seeing -1 when this occurs for you?

Are you using gnuplot or fltk for plotting? Call graphics_toolkit() to report what the current toolkit is if you're not sure.

And lastly, which build of Octave for Windows are you using? There are MinGW, MSVC, and Cygwin versions of Octave 3.6.4 available for install.

using fltk.

The figure handle wraps to -1 after 73 plots are opened. This causes an error to be thrown and I have noticed that the path variable gets corrupted.

Sample Code That Triggers Issue:
for i=1:100; figure(i); plot(1:100); end
