You are most likely getting this error because you have installed Octave in a directory with a space in the name ("Program Files").

Please see http://wiki.octave.org/Octave_for_Microsoft_Windows, where it is mentioned in several places that Octave should not be installed under a directory with any spaces.

Please try installing in a different location, e.g. C:\Octave. If you still have errors installing packages after reinstalling Octave, please follow up to this bug report or open a new bug report.
