This works for me.  I think this bug has been fixed since version 3.8.1.  I'm closing the report, but it can be re-opened if the release candidates of version 4.0 show the behavior.

I can repro with just starting the GUI with the --forceGUI command line switch.  No .M file extension association needed.

Win8.1 x64
Octave 3.8.1 (have not updated to 3.8.2 yet)

Clicking File \ Exit is a no-op
X to close is a no-op

typing "exit" in the command windows will exit.

Also, how was the association made? - through the installer, or another way?

Thanks for your bug report. I assume you're talking about clicking on an m-file in the Windows desktop file browser. What is the behavior that you expect when you click an m-file? What is the file association that you set up (what options are passed to Octave)?

Operating System:  Windows 8.1 in desktop mode.

If you click on a .m file which is associated with Octave 3.8.1, Octave will run and load the file but all quit and exit buttons are not functional.  I have to kill the process from the Task Manager.  If I run Octave 3.8.1 with --force-gui, then load the .m file, the quit and exit buttons work correctly.
