Thanks for the report and the sample file. I reproduced this and fixed it.

psppire.exe 0.8.2-gc473f9 crash while importing attached file.
Attachment has "UTF-8 (without BOM)" endocing.
After file converting to "UTF-8" endoding, PSPPIRE works fine.
