OK; got confused by the README.html, which says "The installer contains 2 BLAS implementations".

That's probably because libblas.dll is the same as librefblas.dll.

If you want openblas as an option, you have to use --enable-openblas when configuring mxe-octave.

My "official" build that will be distributed from ftp.gnu.org will have this feature enabled.
