The problem seems to be in the repeated roots in the numerator
the following code would be a workaround until we get it fixed

n=poly([ -2 -2.0001])
d=[1 8 1 8 0]

roots(n)
roots(d)
ss1=tf(n,d)
ss1

rlocus(ss1);

Confirmed here as well, updating bug description and tags, rlocus is part of the control package.
