On my windows 3.8.1 install:
with 'tab indents line' preference not set, shift tab moved the cursor back a tab space.
with 'tab indents line' set, shift tab un-tabs the line.

On mac (octave-forge dmg) Shift-Tab moves the cursor back x characters (as defined in the preference pane for tab width) unless the whole line is selected in which case the line is actually unindented.

When the cursor is before the beginning of the indented line, Shift-Tab unindents the line on my system (Ubuntu Unity). I do not need to select the line. Or do I misunderstand your report?
