This feature request is still open in Octave 4.2.0.

(I personally would find this feature of "code cells" in the GUI editor very useful.)

about the comment "Octave's coding style prescribes '##' (double hashes) to start comment lines": this is unconsequential as the original feature request is for double percent sign '%%'.

It could be accompanied by a Preference "Enable code sections" which would default to false.

The "evaluate section" is a little more complicated.
Octave (also) recognizes '#' for comment lines and in fact, Octave's coding style prescribes '##' (double hashes) to start comment lines.
So we'd first have to think up a way to properly implement sections so that it works with the Octave coding style.

sections are separated by lines beginning with %%
optionally preceded by any number of blank spaces
that's "[^ *]%%" in regexp I guess

then there would be a menu item "Evaluate current section"

and a keybinding (in Matlab for Windows it's Ctrl + Enter)
