I came back to this issue to do some more testing, now I cannot repeat it reliably, so I guess there might have been some openSUSE 13.1 system updates which have influenced this behaviour. I guess I will have to withdraw this issue until I can find more consistent behaviour.

To recreate:
1. open 3.8 GUI and load a test .m script
2. edit a line, for example x=1; to x=2;
3. attempt to set the edited line as a breakpoint

Expected result is that a breakpoint appears on that line

Actual result is that a breakpoint appears on the next following executable command.

Workaround is to save the new file, close it, close GUI, reopen GUI, reopen file, and now the edited line can receive a breakpoint.
