here are the images in the same size and format as the originals, so that it should be just a matter of copying over to the installer_files folder

A quick play around with the settings and I see that you can change pretty much every text on the page.
See attached.
So keep the page as was, or change to something else?

Ah, I misread this screenshot. I suppose no change is necessary. How about shortening the text to the usual, "GNU Octave is free software; you can distribute [etc]" instead of the full GPL text? So that at least this displays something useful that might actually have a chance of getting read by the user.

I see nothing wrong with displaying the GPL as part of the installation process. The installer doesn't require the user to accept the license in order to proceed with the installation. It's merely notifying the user that the software is covered by the terms of the GPL.
Does the installer force the use of the words "License Agreement" on this page?

Yes, please. It is important to decondition Windows users to have to click on "I agree" to use software. Octave is free. It doesn't require your agreement. The GPL already grants you the necessary freedoms without your explicit consent.

Is there still a GPL clickthrough in the installer? Where? It needs to go. You don't need to agree to the GPL in order to use Octave.
