Good, then yes, the problem is the compressed info files.

This has been reported and fixed, see bug #41054. This will be fixed in the next bugfix release of Octave, or you can apply the patch to your 3.8.0 build.

Can you describe how you configured and installed Octave, e.g. your configure command line, any warnings in configure output? Have you run make install? Have you compressed your info files after installing?
