I not sure to understand very well what that does mean. When you install Texmacs on a standalone computer you have to log in as administrator to be able to complete this installation. As far as I know about the windows 'servers' is that they act as files servers and there is nothing about program rights.
The problem is related to the way Texmacs manage 'url'. Now, it is able to use native windows file naming convention with an unit letter. I mean for example "c:\Program\Texmacs\bin\texmacs".
But I case of network install you would get an UNC location like "\\mynetworkshare\Program\Texmacs\bin\texmacs".
So to solve this trouble, you have to map the network share to a unit letter (with the net use command) . Maybe it's already done. You can check with the "net use" command :
C:\Users\test>net use
État Local Distant Réseau
--------------------------------------------------------------
Y: \\psf\VMhome Parallels Shared Folders
Z: \\psf\Shared Parallels Shared Folders
After, check your install with 'mapped unit letter' by typing the command : C:\Users\test>z:\Texmacs\bin\texmacs.exe
After, simply modify the desktop shortcut to use the mapped unit.
I noticed, that the Texmacs installer cannot use 'mapped units'. You have to specify UNC path if you do the installation from a client.
Let me know if it works.
