Hm, however, "en" message catalogs are already used for certain purpose e.g. gtk+ uses it to assign human readable names to key labels:

I guess we can't change the definition to C. Closing this now anyway.

Ah ok, I thought “en” was an alias for the default (C). Why not make it so? It would be more intuitive to have “en” standing for English language.

Isn't it because coreutils missing "en" message catalog? You can use "C" in that case:

$ LANGUAGE=C:fr cat --help | head -n 2
Usage: cat [OPTION]... [FILE]...
Concatenate FILE(s), or standard input, to standard output.

LANGUAGE=en works like that, because LANGUAGE does not contain any usable locale and glibc falls back to C.

It seems put “en” is the LANGUAGE environment variable make an internationalized software use English only if used alone.
With LANG=fr_FR.UTF-8:

$ cat --help | head -n 2
Utilisation : cat [OPTION]... [FILE]...
Concaténer le ou les FILEs, ou l'entrée standard, vers la sortie standard.
$ LANGUAGE=en cat --help | head -n 2
Usage: cat [OPTION]... [FILE]...
Concatenate FILE(s), or standard input, to standard output.
$ LANGUAGE=en:fr cat --help | head -n 2
Utilisation : cat [OPTION]... [FILE]...
Concaténer le ou les FILEs, ou l'entrée standard, vers la sortie standard.
$ LANGUAGE=en:it:fr cat --help | head -n 2
Uso: cat [OPZIONE]... [FILE]...
Concatena uno o più FILE, o lo standard input, sullo standard output.

Normally, when “en” is at the beginning of LANGUAGE, the output should be in English, right?
