Confirmed. The 4-argument form needs to be overhauled. I just re-wrote the 1-argument form of spiags to make it Matlab compatible and about 20% faster (http://hg.savannah.gnu.org/hgweb/octave/rev/190ef1764d30), but probably don't have time to do this one.

If column of a matrix used as an argument to spdiags is longer than it needs to be, then it gets truncated. If the output sparse matrix has more columns than rows, then the truncation behavior in Matlab is the reverse of what it is otherwise, see the documentation here: http://www.mathworks.com/help/matlab/ref/spdiags.html. Octave does not replicate this behavior.
