I changed the default build configuration to enable the JIT compiler.  At the same time I changed the runtime configuration for JIT to be disabled.  I added a new command line option '--jit-compiler' to enable JIT, and removed the option '--no-jit-compiler'.  See http://hg.savannah.gnu.org/hgweb/octave/rev/26e9312e6928.

Currently, JIT is NOT compiled by default.
If it is compiled it is default ON.

For the 3.8 release it would appear better to
compile it by default (if dependencies exist),
but have default OFF at execution time.

From my experience it works correctly, but I doubt if
there has been sufficient use to make if safe for
default ON.
