Seconding Michael's suggestion. If the program runs as root, but not as a user, it is almost always a permissions issue. In this case, it doesn't look like this is an Octave issue.

The FLTK toolkit is using OpenGL and sometimes systems have the accelerated interface from a video card as a hardware device, like /dev/dri, which requires root permission. You might also need to be part of a special graphics group on your system.

This suggests a permissions problem.
There might be something useful in the Xorg.0.log.

running octave as root allows plotting.

sudo octave --no-gui
