The PKG_{ADD,DEL} scripts of the ocs package suffer from the same problem diagnosed for the geometry package (Bug #39392).

octave:1> pkg unload ocs
octave:2> ii = 9;
octave:3> pkg load ocs
octave:4> ii
ii =  6

You might consider applying the same fix proposed in the discussion of Bug #39392, namely putting all the code in PKG_{ADD,DEL} inside "private" functions.
