I rewrote that sentence to remove the word below and added a link to the reference instead (cset 26a418799bc3).

That section refers to the "Installation problems" section G.4. If you read the manual all ina single HTML page, or if you use the manual pdf, that section is indeed below. But with one node per HTML page, down is not at the bottom of the page.

Still, maybe this should be rephrased and use a link for the other section.

It is stated in G.2 that the page contains a list of known problems when compiling, but it does not.

Explicitly:
"If you encounter errors while compiling Octave, first check the list of known problems below to see if there is a workaround or solution for your problem. "
