Added a few typographic ligatures. Probably more should be added eventually.
Reported Opera problems on their forums.

A recent post at least has the ligatures working in
Firefox, IE, and Chrome
They won't work in Opera for the time being, as opera supports only the ligature table 'rlig' in Arabic.

It had seemed the 'dlig' was the right table for some of the bigger ligatures. Evidently, this table used to be supported in Windows, as several Arabic fonts that come with that system have Arabic 'dlig' tables -- but they no longer function.

Also, 'dlig' has a weird problem in Firefox on Linux, in that it will not function if "Right-to-Left" is selected for the table. As that is selected for most of the Windows fonts, those fonts won't work in Linux Firefox.

Solution was to make all those tables to be 'liga'.

Also added ligatures for Rial in both Arabic and Farsi spellings.
I'll also add some other typesetting ligatures...

Emmanuel has pointed out that the Arabic ligature for "Allah" was formed only in Firefox, not in IE.

This is a mess of bugs on the browser side. I really hate to make work-arounds for other software, but... if this feature is to work at all, we have to.

The bugs have to do with at least two settings:

1) the ligature type ('dlig', 'liga') and when they are activated, or whether they are activated at all.

2) the internal representation direction Right-to-Left or Left-to-Right. Firefox and Chrome only accept 'dlig' in Left-to-Right direction, but Windows fonts are mostly set up the other way.

Besides copies of both OSs, there are at least 3 specifically Arabic fonts: Adobe Arabic, Myriad Arabic, and Sakkal Majalla (for Urdu, really). These each address the issues on Windows in quite different ways, none of which is ideal, and none of which works in Linux.

I have made some commits already, but this isn't settled yet.
