Is this really a problem with Octave? It seems to be a Windows system administration question. Particularly as the developers control the code, but not the packaging and installation which is what this seems to be related to.

If so, it's probably a UAC issue. There are ways to turn off UAC (easiest is through msconfig.exe).
Or you can give yourself a new ordinary user account w/o admin privileges and try again; I'm not sure if this would help.

I'm just new in Win7 and I do not like the inconsistent mix of admin credentials and UAC - to me it's more natural to be a normal (or power-) user and invoke "Run as.... administrator" when needed.

I have written an Octave script that is called by an external program that needs to on-the-fly compute a set of parameters and then pass this data back to the program.

My file is very simple, it is a function with two inputs, and returns a single matrix. I can run it from the command-line just fine. However, when I call it from within the program I am using it is unable to execute the script - though Octave does run but aborts with an error.

From all of the debugging I have done this does not appear to be a syntax error - rather it appears to be a permissions issue involving the Windows OS and Octave.

Here is the error:

I have the only account on the PC which is an Administrator account by default.

I cannot identify the source of the need for talking to systemprofile as line26 of octaverc is commented out. However, systemprofile is within system32 and thus is a somewhat protected area in windows. When you first try to access it, you will need to say Yes to give yourself access. But even this does not resolve the issue.
