After doing a fresh clone and bootstrap, I see config.in.h in the top-level directory. So I think the AC_CONFIG_HEADERS line is correct. Or am I missing something? In any case, I want to use config.in.h, so if that file is not present/generated correctly, we need to fix that problem, not change the name in the AC_CONFIG_HEADERS line in configure.ac.

Configure.ac CONFIG_HEADERS line is currently:
AC_CONFIG_HEADERS([config.h:config.in.h])

Config header file is config.h.in, so line should be:
AC_CONFIG_HEADERS([config.h:config.h.in])
