This issue appears to have been resolved since the original post, as signal package 1.3.2 shows the same input form as matlab in the help for bilinear:
it does however mention that:
not sure what it means exactly, but the output may still be matlab incompatible.

Hi,
bilinear function which is used for conversion of analog to digital filters is not compatible with Matlab. Matlab version of this function provides support to take "pre-warping" frequency as an argument.
Matlab Syntax:-
[zd,pd,kd]=bilinear(z,p,k,fs)
[zd,pd,kd]=bilinear(z,p,k,fs,fp)
[numd,dend]=bilinear(num,den,fs)
[numd,dend]=bilinear(num,den,fs,fp)
[Ad,Bd,Cd,Dd]=bilinear(A,B,C,D,fs)
[Ad,Bd,Cd,Dd]=bilinear(A,B,C,D,fs,fp)
While the bilinear available in Octave has the following syntax:
usage: [Zz, Zp, Zg] = bilinear(Sz, Sp, Sg, T)
[Zb, Za] = bilinear(Sb, Sa, T)
