On OS X versions 10.7 and 10.8 PTHREAD_RECURSIVE_MUTEX_INITIALIZER is defined in pthread.h and works fine. In older OS X versions it's unavailable and most likely is undefined in corresponding SDKs, though I haven't checked. The problem arise when trying to build libintl.dylib which should work on Mac OS X 10.6 by setting MACOSX_DEPLOYMENT_TARGET to 10.6 and using OS X 10.8 as build system - pthread.h has no guard macroses around PTHREAD_RECURSIVE_MUTEX_INITIALIZER definition that would check deployment target setting. Admittedly it's Apple's bug, but what you gonna do.
