Happily, this has already been fixed on the development branch of Octave. You will need to build from Mercurial sources to see the fix, or wait until the next major release. The next major release, however, is at least several months away.

There's some instructions on building from source here: http://www.gnu.org/software/octave/doc/interpreter/Building-the-Development-Sources.html. But 'autogen.sh' has been replaced by 'bootstrap'.

If the name of the matrix is less than 4 chars and is not stored as an "Small Data Element", the matrix will be loaded with uninitialized elements. As an example I have attached a file that contains a matrix "REs" which is loaded with uninitialized values.
