This bug is filed against a very obsolete version of Octave. Please try a recent stable version of Octave in the 3.6.X branch.

Another solution is to replace the /path/to/notepad++ part in the EDITOR statement in /share/octave/3.2.4/m/startup/octaverc by the full path to your notepad++.exe

Or reinstall 3.2.4 without selecting notepad++ 8-O

Can you try with a newer Octave version than 3.2.4?
