Patch 2.7 does not allow absolute filenames or filenames that contain a ".." pathname component to prevent it from modifying files outside the current working tree. This change was introduced to address vulnerability CVE-2010-4651.

I have a patch ready that allows any filename when applying a patch from the filesystem root. This could help solve your immediate problem, but using patches with reasonable filenames in them would be a much better fix.
