So --workdir simply doesn't do anything with absolute paths? That's an unfortunate restriction. If I want to transfer an absolute path, I can always use --workdir=/, but if I want to put an absolute path under workdir, it simply becomes impossible. Always using workdir + path is both simpler and more flexible; I don't understand why you wouldn't want to support it. You could even special case absolute path and no workdir specified to mean absolute path, but please don't make something impossible.

This is at most a bug in the documentation.

When you give absolute path the file transferred will be to the same absolute path.

When you give a relative path the file will be transfererred relative to the workdir.

Feel free to help rephrasing the man page, so this behaviour is clear.

If no suggestion for rephrasing is given before Monday I will close this bug.

I would expect the file to go in /tmp/etc/issue.
