On my Dell XPS 8300, when I boot into Grub 2.00~beta5, hit "c" to go to command line, and enter "halt", Grub freezes. It does not shutdown on its own, and I have to hit the power button. Ctrl+Alt+Del does nothing at the freeze.

Could you please attach a copy of your ACPI DSDT? You can extract it with this command, run as root:
cat /sys/firmware/acpi/tables/DSDT >dsdt.dat
