I CANT reproduce this at all on my desktop, it works as intended on my desktop, it shutdowns fine on "halt" from the CLI.

Every time I turn on my laptop and GRUB2 appears, I type 'c' for CLI and then type 'halt' [ENTER]. GRUB2 would reboot my laptop instead of shutting it down.
