I just pushed this changeset:

http://hg.savannah.gnu.org/hgweb/octave/rev/ed2d670a0a50

does it fix the issue for you?

somehow the behavior has changed. In pkg/private/install.m, line 271

if (autoload > 0 || desc_autoload)

shows that Autoload from the package description has higher priority than the command line option -noauto. So now my octave starts having almost all packages loaded.

subject says it all.

Installing, e.g.

results in

Package Name | Version | Installation directory
--------------+---------+-----------------------
io *| 1.0.18 | /usr/local/share/octave/packages/io-1.0.18
