As a test on whether the shell in MinGW is behaving properly could you try this code from within Octave.

It should return 1. My guess is that your shell is returning 127.

This may be a Windows-only problem as 'mkoctfile' with no arguments produces only the usage message and no additional warnings. This was on a Linux machine. The bug report indicates you are running version 3.6.0. Could you try 'version' at the command prompt to verify this. I would recommend upgrading to 3.6.1.

The error handling of mkoctfile could be improved, it is misleading now.

The current version (MinGW, 3.6) just reacts on the return value "sys" of the command

[sys, out] = system (cmd);

If the return value is 127, which means error during execution I guess, the error message always says that mkoctfile is not found.
This is incorrect, mkoctfile is available and works if called correctly.

E.g.

octave:1> mkoctfile --mex test.c test2.c -argcheck -output Filename

results in

mkoctfile: unrecognized argument -argcheckwarning: unable to find mkoctfile in expected location: ...

While the call without arguments

octave:2> mkoctfile

results in

usage: mkoctfile [options] file ...
warning: unable to find mkoctfile in expected location: ...
